The Northern-Teknocracy (Nor-Tek) was founded on Hopesail Island in the 2400s CE by wealthy politician and archeotechnologist Walter Shimerman.
Nor-Tek is a Foundation Member of the Hopesail Confederacy and one of the most powerful factions in the Antilles Archipelago.

The Shimerman Manifesto
Nor-Tek’s founder, Walter Shimerman, was a wealthy Senator of the United Constitutional Concordant (UCC), a post-Deconstruction federation of Eastern US States. After becoming disillusioned with the UCC’s political process, the Senator used his wealth and connections to buy the former island of Great Abaco in the Northern Antilles.
In Nor-Tek the 40-year-old politician sought to build a technocratic sea organisation governed by a merit-based civil service. The society would be guided through a ‘conservative revolution’ outlined in the Shimerman Manifesto: The Art of Self Management. Nor-Tek’s carefully chosen citizens were ‘Valent Engineers’ led by occupation-based Public and Closed Portfolios.
The ambitious technocrat made tremendous progress within a few decades. Chrominium-plated walls began to surround islands, advanced facilities were quantum-printed, sensored vessels deployed, and Skyreach Spyre rose upwards.
Walter next took de facto control of neighbouring Freeport Island in the mid 2410s CE.
On 14 July, 2417 CE, Walter Shimerman founded the Hopesail Confederacy in alliance with the Platt Dynasty and neighbouring Nu Providence Aqua Charter (NuPAC). Walter passed away of natural causes in 2431 CE. His legacy has been upheld by four First Engineers.
Now in 2467 CE, Andrew Kim-Smyth currently serves as Nor-Tek First Engineer and has commenced a five-year term as Hopesail Confederacy Vice-President. His Vice-Presidency has been marked by escalating pyrate skirmishes and the threat of civil war with Confederacy members following the Night of Flames at the Bight of Betrayal in 2466 CE.
A Tiered Democracy
Nor-Tek maintains a tightly controlled population of around 97,000 citizens that are rated across 75 levels of ‘Mental Valency’.
The Shimerman family has -to its credit- maintained Nor-Tek’s founding values and principles through strict discipline, cultural formality, abeyance of the law, and by performing regular (questionably-scientific) Valence Measurement rituals each Rotation.
The Shimerman family has increasingly withdrawn its political presence over the years, allowing room for First Engineers and Portfolio representatives to make strategic decisions.
Nor-Tek’s leadership is not without its difficulties and rivalries. Closed Portfolio representatives, the 1 per cent, bring their professional biases and relationships with them into weekly meetings. Tensions can erupt between the privileged material scientists that dominate the Closed Portfolio and those representing service, military, and economic disciplines. The Closed Portfolio will often rely on the HopeNet Adviser Local Conscious Array Droplet (LCAD) to provide neutral advice and act as a tie-breaker.
The Closed Council is currently in crisis mode as it seeks to unpack the events of the Night of Flames at the Bight of Betrayal and determine its next steps.
