Hopesail Confederacy

The Hopesail Confederacy, commonly referred to as the Confederacy, is a collaborative alliance of steel-walled atolls, island fortress enclaves, hydrocarbon sea drilling rigs, and floating facilities that control maritime movement and trade in the Lucayan Archipelago and surrounding islands.

The Confederacy’s founding states, vassal trade houses, and indentured servants have prospered from years of orderly trade and co-ordinated defence against pyrates, Kongress Hunting Packs, and Seablight Entities.

The Night of Flames at the Bight of Betrayal event of 2466 CE, however, has recently plunged the Confederacy into turmoil and near civil war.

Hopesail Confederacy Factions

The Hopesail Confederacy is controlled by Foundation Members Northern-Teknocracy (Nor-Tek) and Nu Providence Aqua Charter (NuPAC). They are joined by two Security Members, the Pioneers and Eleutheran Protectorship, as well as Associate Members Kontore League Atlantica (KLA) and Conch Republic. Nine minor Free Trade Charter Houses have been inducted as fourth-tier members in recent decades.

Trade Lanes Established

Following the Seablight Deluge of 2327 CE and the proceeding Century of Deconstruction, the Northern Teknocracy (Nor-Tek) and Nu Providence Aqua Charter (NuPAC) emerged as well defended and highly organised islands in the North and South Lucayan Archipelagos.

The technically advanced and bureaucratic Nor-Tek are based in the Northern Lucayan Archipelago, which includes the impregnable Hopesail Island, supported by the adjacent Freeport Trade Island.

The Mid-South Lucayan Archipelago is dominated by Nazau Island (also known as The Eye), a fertile and highly industrialised territory controlled by NuPAC.

A Maritime Democracy with Transatlantica Relationships

After decades of peaceful trade, in 2417 CE Nor-Tek and NuPAC agreed to form the Hopesail Confederacy through The Pact of Cooperation. Inspired by nüliberal ideals, in the decades to come second-tier Security Members, third-tier Associate Members, and fourth-tier Free Trade Charter Houses were invited to join (privileges priced accordingly).

The Confederacy now has a multi-tiered hierarchy of legal representation and neutral maritime Free Trade Zones. Nor-Tek and NuPAC are joint leaders of the Confederacy in perpetuum, with veto rights on bills brought to the quarterly Forestay Assembly by Security Members and Associate Members.

The Confederacy has strong Transatlantica trade and political links with the United Constitutional Concordant (UCC) and Nova España. It is skeptical of the Masqued Guildas, distrusts the Nuropa-Autoriteit, and is all but at war with the Pyrate Republic, Portrasila and the Imperio Eterno de México. Most Blighted Tribes are considered persona non grata, but a few have surprisingly  begun to communicate receptively.

Patrolled Boundaries and Elite Forces

The Hopesail Confederacy’s Free Trade Zone boundaries are protected by atoll outposts, sea and aerial drones, sensor buoys, and Coast Warden patrols.

The elite Meridian Dragoons and Shockwave Breacher Units are rigorously trained on the North-West and South-East Meridian Atolls. They are supported by Sappers and Technical Operators that pilot remote drones.

On 7 July 2417 CE, Nu Providence Aqua Charter (NuPAC) Primary Overseer Consuelo I Platt met with Nor-Tek First Engineer Walter Shimerman to discuss a formal alliance.

Following a week of negotiation, the two leaders signed The Pact of Cooperation within the Hopesail Island Assembly.

The document created the Hopesail Confederacy and detailed its power-sharing government.

Walter Shimerman was named President of the Confederacy.

In return, Consuelo I Platt was named Vice-President.

The symbolic titles would swap between the two Foundation Members every five years.

A quarterly Forestay Assembly was also formed that proportionally represented the various tiered members of the Confederacy.

“We, the free citizens of The Northern Teknocracy and Nu Providence Aqua Charter, shall establish here a joint government built on the spirit of cooperation, respect, goodwill, and economic pragmatism. To ensure our freedom of maritime trade, we shall establish today a Confederacy of united strength, mind, and purpose.”

Half a Century of Prosperity

The Pact of Cooperation has benefited both island nations for nearly 50 years.

Nor-Tek’s disciplined and educated cadre of specialists, clerks, and scientists provide deep knowledge of Ancestor technology and practices. Nor-Tek’s manufacturing facilities produce highly specialised technical equipment and medicines.

NuPAC, on the other hand, offers an extensive fisheries industry, skilled navigators, a supply of capable labourers, and access to a variety of fresh fruits and vegetables grown on The Eye’s ingenious seawater greenhouse complex.

The Pact ensures that each island nation’s citizens are free to elect their own respective leaders, preventing each island nation from meddling in each other’s affairs. Freeport Island and Habacoa Archipelago were made open ports, and the values of each island nation’s currencies were fixed.

Both factions provide sensor data to the HopeNet Adviser and contribute to the Transatlantica Climate Restoration Coalition, a global network of LCADs seeking to eradicate Seablight and reverse climate transformation.

On the Brink of Civil War

The Hopesail Confederacy had enjoyed half a century of prosperity – that is until a recent military debacle sparked a political fire that has now engulfed the Lucayan Archipelago. The Confederacy has been irrevocably changed by the Night of Flames at the Bight of Betrayal.

The incendiary event occurred on 22 February, 2466 CE when a Conjunction of Confederate Task Forces was struck by either an unfortunate technical mishap or cunning espionage. Dozens of vessels were destroyed and more than a thousand lives lost.

Following the event, Nor-Tek and NuPAC leaders wearily eye each other’s movements, strengthen their steel redoubts, hastily manufacture military vessels and experimental weapons, and deal with internal power struggles. There appears little hope of peaceful negotiation to prevent a full-scale maritime war from erupting between former trading partners. The Hopesail Confederacy is on the brink of civil war.

Even as the two major factions and their allies prepare to defend their territory or assault neighbouring islands, they must maintain constant vigilance against the many primeval and preternatural forces present in the Blightdark Epoch.

Sensing weakness, a fresh tide of merchant spies, opportunistic pyrates, and emboldened Blightspeakers now threaten the Confederacy’s Free Trade Zones and maritime enclave perimeters.

 

The Hopesail Confederacy Burns

The Confederacy is regularly visited by Windward Islands Empresa vessels laden with exotic supplies and critical news and information. There are also diplomats, merchants, seafarers, atizans, and privateers from the US Constitutional Concordant (UCC), Nova Espana, Nuropa-Autoritet, ìmpireachd na h-Alba (Scottish Empire), Federação do Portugal, Brasil, e Angola (Portrasila), and Iwọ̀ Oòrùn Alkebulan ìṣọ̀kan (Alkebulan).

Confederate citizens are foremost pragmatic people, wearing clothing best suited for extreme maritime weather and climates. Nor-Tek and NuPAC clothing prioritises safety, comfort, and durability, such as layers of nautical fabrics, reinforced stitching and weatherproof pockets.

KLA citizens may dress with flamboyant Nuropa touches furnished by their high-quality textile industries.

The Protectorship’s conservative outlook results in turquoise shawls, cloaks, and steel armour.

Pioneers have little patience for ostentation, dressing in tough protective clothing designed for the harsh Fetid Swamps and Ashwastes.

Decades of prosperous trade has brought progressive change and openness to the Hopesail Confederacy. Recent events have regressed this positive attitude, re-awakening old prejdices and distrust of outsiders.

Hopesail Confederacy Language(s)

Eastrican and Northern Creole are the dominant languages spoken and written throughout the Confederacy. Lengua Karibeño and Southern Creole are common secondary languages.

Hopesail Confederacy Occupations

Most citizens are indentured servants, barely a step above slaves. They work hard for their authoritarian masters in labour-intense roles, such as sailors, mechanics, dockers, or coast wardens, in the hopes of advancing their citizen level. A large minority of Confederate citizens are well educated skilled technicians. These professions include pharmacists, sappers, technical operators, and Meridian Dragoons. A fortunate few are dedicated to civil service roles, such as clerks, diplomats, and judges that maintain ledgers and order.

Hopesail Confederacy Religions

Nor-Tek engineer-citizens officially follow a state-controlled ‘applied’ religious doctrine that worships the Shimerman Manifesto: The Art of Self-Management.

Citizens study the Shimerman texts, perform annual Merit Tests, and are rated across 75 levels of Mental Valency (also known as ‘scientific revelation’). Each level of Valence is aligned to a corresponding floor of the towering golden Skyreach Spyre on Hopesail Island. Those achieving the 75th level are said to ‘unlock’ the Final Bond and gain a True Understanding of Nor-Tek’s Greater Purpose.

Once a citizen has gained the Final Bond they are fully inducted into the High Portfolio of Alpha Engineers, providing them considerable status within Nor-Tek and across the Hopesail Confederacy.

The majority of Confederate citizens outside of Hopesail Island’s high walls follow Post-Destination Abrahamic-derived religions evolved through syncretism. The largest branch in the Antilles are Un-Raptured Denunciation Christians, such as the Kaleidoscopic Faith’s focus on atoning for the Seven Apocalyptic Sins; chapters of the Canônex Cristãx O Igreja faith spread from Nueva Esperanza; and the conservative Orthodox Oath Takers.

Minority religions present in the Lucayan Archipelagos include Exultant Proclamation Christians led by Golden Temple evangelists; varieties of Nuropean Atheism and Nordic Humanists; Devotees of Cyan-Six-Mons; and Ancient Orixá Worshippers (some of which are manipulated by Blightspeakers).

Of greatest concern to Hopesail Confederacy authorities are the hundreds of Blighted Dreamers that have become infected by the Mex-Tex Madre Hyve. Young and old report vivid dreams involving a feathered serpent preaching an Awakened Path. They say they have been shown a beautiful Kaleidoscope and an ecstatic Cosmic Plan. Distrust has been sowed from within.

Hopesail Confederacy Arms and Armour

The Confederacy have the hardiest and most sophisticated personal protective equipment and weaponry in the Antilles Archipelago. They apply their deep technical skills to the production and maintenance of arms and armour, to better protect their convoy personnel and coast wardens. The Meridian Dragoons wear Level IV modular tactical vest systems that can withstand steel-core high-velocity armour-piercing rounds. They wear advanced helmets with integrated communications, heads-up-display, and filtered breathing apparatus. In addition, the heavy Breacher Shockwave Unit may be armed with energy or missile weapons.

A Coast Warden or Pioneer Hunter may wear a ballistic clothing with an underlying flak plate. They may carry a well-maintained medium pistol, assault rifle, or even Ancient firearms to protect themselves.

Many Confederates are skilled in Craft, Firearm, Literacy, Language, and/or Status. Well trained Confederates may have bonuses in Command, Demolition, Drive, Etiquette, Energy Weapons, First Aid, Heavy Machine, Heavy Weapon, Missile Weapon, Knowledge, Psychotherapy, Pilot, Research, Repair, Science, Strategy, Teach, and/or Technical (Various).

Hopesail Confederacy Cultural Items

Hopesail Confederacy Citizens are relatively privileged and wealthy compared to their outlying neighbours. A typical Confederate will have accrued several hundred Nor-Tek Credits or several thousand Plattinum Points; may own a radio; a water distillation device; rangefinder; portable HoloNet display: a soldering iron, sewing kit, and/or first aid pack; and possess other practical items designed for survival.
