Hopesail Island (formerly known as the Abaco Islands) is the capital of the Northern-Teknocracy (Nor-Tek). It also hosts the Hopesail Confederacy’s multinational Forestay Assembly.
The thin island is located in the Northern Zone of the North-Lucayan Archipelago.
Hopesail Island has been dramatically developed by Nor-Tek’s Shimerman founders into a secluded bastion following the Seablight Deluge and Century of Deconstruction.
The island epitomises efficiency and technological advancement of Nor-Tek and the Hopesail Confederacy. The island’s centre is enclosed by imposing Chrominium-plated walls and fortress bastions that exudes an aura of security, structure, and order.
The inner city is dominated by the central Skyreach Spyre, a gleaming cylindrical tower of gold that ascends 75 floors, as well as the Assembly Chamber.
The island is divided into zones of control themed around professional services. Access to each zone is granted to Nor-Tek citizens based upon their Mental Valence ranking and occupation. Registered Hopesail Confederacy diplomats and their entourages may access specific zones.
This architectural marvel serves as both a beacon of Nor-Tek’s ambition and as a sentinel overseeing its 97,000 citizens.
The Shimerman Manifesto
Hopesail Island and Nor-Tek are both tied to the legacy of Walter Shimerman, a former United Constitutional Concordant (UCC) Senator. Walter abandoned the post-Deluge Eastern US government to create a society guided by ‘Mental Valency’ ranked professionalism, civil service, and technological prowess.
Assembly Chamber
At the heart of Hopesail Island, beneath the shadow of Skyreach Spyre, lies the golden domed Assembly Chamber, a vast circular 50-floor structure where both Nor-Tek’s Public Portfolio and Hopesail Confederacy’s Forestay Assembly convene. Public Portfolio representatives, the 5 per cent, meet in the Assembly Chamber each quarter rotation to vote on bills.
The Assembly Chamber is open to all Nor-Tek Citizens, who may watch proceedings from the viewing gallery. A closed circuit video feed transmits to the HopeNet intranet, and a summary report is published following each legislative meeting.
The circular Assembly Chamber becomes an open gallery between quarterly voting sessions. It is frequented by Conch Republic, Nu Providence Aqua Culture (NuPAC), Pioneer, Eleutheran Protectorship, Free Trade Charter House, Freeport Privateer Company, and Windward Islands Empresa diplomatic delegations.
Uncertainty has clouded delegate meetings in the Assembly Chamber in 2467 CE following the Night of Flames at the Bight of Betrayal.
Nor-Tek’s 1 per cent, the seven members of the Closed Portfolio and their staff, hold their meeting in private on the highest levels of Skyreach Spyre.
Aeronautical Division
Repair and maintenance of critical Nor-Tek and Hopesail Confederacy aerial vehicles – including Merchant Airships, SeaSkimmers, and SkyLances – occur within the Aeronautical Division complexes, located in the North-western half of Hopesail Island. Various runways deploy sky-based assets into service while an underwater port allows Seaskimmers direct access to the Western bay. Nor-Tek citizens ranked 61 and above may access the Aeronautical Division
Aetherium Nova Laboratory
The Aetherium Nova (AN) Lab enables material scientists to develop and concoct potent blight-defeating compounds. These includes variations of the Saviour Flame, freezing agents, and derivatives of Cerebrosynth Solution. The work done here is applied to both industrial and military. Rumors persist that the lower levels of the AN Lab houses the preserved remains of deceased Shimermans. Nor-Tek citizens ranked 61 and above may access the AN Lab.
Catalyst Robotics Workshop
A state-of-the-art robot maintenance, abuzz with the whirr of servos and the flash of welding torches. The workshop ensures that the island’s automated workforce remains in peak condition to have 100% uptime each rotation. Nor-Tek citizens ranked 11 and above may access the Catalyst Robotics Workshop.
Central Engineering District
Interconnected to Skyreach Spire is the engineering district. Highly ranked citizens prototype and test advanced weaponry, robotics and engineering schematics. Included in this area is the LAAC (Lampshade Accelerator Advancement Centre), robotics laboratories, Saviour-Flame Accelerant Dispensary (SFAD), and various production buildings including a state-of-the-art dry dock. Nor-Tek citizens ranked 51 and above may access the Central Engineering District.
Enchantess Berth
The primary dock of the Enchantress which sits directly North of Guardian Atoll. This space has direct access to the central Engineering district and Skyreach Spyre. Heavy coastal fortifications coupled with a deep bay berth make the enclave the most suitable position for the pride of the Nor-Tek fleet. Nor-Tek citizens ranked 41 and above may access the Military Quarters.
Guardian Atoll
Positioned on the Western coastline below Enchantress Enclave sits the Guardian Atoll is a floating naval base of unmatched proportion within the Antilles. With the size of approximately two Ancestor aircraft carriers, the base houses and services skimmers, missile frigates and squadrons of offensively-rigged Quadcopters. Currently tethered to the coastal mainland, the base also has minor propulsion capabilities for slow sea travel closer to battlefronts. Nor-Tek citizens ranked 41 and above may access the Atoll.
Guild&Maker Space
The enclosed Guild&Maker Space is a multipurpose market and craft hall that runs along the lower embankments of the Southern fortified perimeter. The space includes shops, cafes, workshops, and kilns. Portfolio-sanctioned creative activities include fresco design, pottery, oil on canvas, weaving, needlework, sculpture, metalwork, and mixed media. Completed works are displayed in the Guildspace Atrium. Nearby housing is provided for citizens ranked 0-40. The Guild&Maker Space is open to all Nor-Tek citizens and Hopesail Confederacy diplomats.
Located within the Guild&Maker Space is the Organ Music Hall, a communal area with dynamic lighting and resonant acoustics. The Hall offers citizens meditative respite from Nor-Tek’s relentless focus on security and productivity. Classical music classes and lectures on pre-Seablight Deluge visual arts history are held between grand music performances.
Military and Medical Quarters
Coordination of active operations, advanced training, infantry barracks, and a hospital form the backbone of the Military and Medical Quarters. Tech operators, sappers and coast wardens receive formal training each rotation. Only Nor-Tek citizens ranked 41 and above may access the Military Quarters.

Spiral Shuttle
Circumnavigating the island’s inner perimeter is the Spirelink Shuttle, an efficient electrical-powered monorail. The monorail accesses all areas of the island and is the primary mode of transport for citizens. Monorail shuttles also have cargo carriages to move goods, fuel, supplies, and munitions.
Skyreach Spyre
Skyreach Spyre is the towering centrepiece of Hopesail Island. Rising 75 levels high, it stands as a symbol of the Northern-Teknocracy’s success in a post-blight world – as well as its seclusion. This engineering marvel is structured around occupation and tested rankings. Families spend generations and individuals dedicate their lives to ascend through these levels, making occupational level jumps a goal and significant achievement.
The ground floors of the Spyre, levels 0-10, bustle with facilities management, primary service officers, logistic coordinators, provisioners, reporters, and entertainers. These citizens ensure the daily needs and morale of citizens are met. Levels 11-20 house the technical maintenance and repair teams, the backbone of Nor-Tek’s seamless maritime operations. Industrial designers and architects work on levels 21-30, developing civil and urban designs. Administration and telecommunications occupies levels 31-40, where bureaucratic efficiency and propaganda is continually optimised. Military officers and medical units are strategically positioned on levels 41-50. On these levels Special Affairs Operators, Meridian Dragoon officers, and doctors review scans, prepare reports, and respond to emergencies. Chemists, biologists, psychologists, and civil engineers innovate on levels 51-60, pushing the boundaries of Post-Deluge technology. Aerospace and electrical engineers work on levels 61-70, the most highly valued of the material sciences.
The top five per cent ranked citizens from levels 1-70 of the Skyreach Spyre comprise Nor-Tek’s Public Portfolio. Nor-Tek’s ultimate political leadership and their attendants, the Closed Portfolio, work on levels 71-74.
Halo Command
The Spyre culminates in the Closed Portfolio Halo on the cylindrical 75th floor that spans out from the Spyre. Here the most critical decisions are made by First Engineer Andrew Kim-Smyth and the seven Closed Portfolio Directors (The Seven) that represent all Nor-Tek citizens. The Halo has multiple command suites and executive rooms that present live data feeds from a decaying satellite and summary reports created by staff working in the many levels below.
The advanced Ancestor-era HopeNet Adviser Local Conscious Array Droplet (LCAD) provides advanced analysis and strategic assistance to the Closed Portfolio.
Temple of Manifest Destiny
The grand Temple of Manifest Destiny was built and dedicated to Nor-Tek founder Walter Shimerman following his death from natural causes in 2431 CE.
The Speaker’s Dais is set below a towering stone statue of Walter Shimerman flanked by effigies of Nor-Tek First Engineers. Memorialists Jaynet Kym-Smith and Marten Offgood supervise the Temple and lead weekly readings of the Shimerman Manifesto. Important Judgements are held here and transmitted to the HopeNet network. The Temple is open to all Nor-Tek citizens.
